Job Description

Circle IT Solutions is seeking a Director of Business Development/Proposal Manager to join our team. The ideal candidate will demonstrate the experience and career path trajectory required to manage the full scope of business practices required to manage a book of business, including business development, pipeline development, client management, and capture/proposal development responsibilities.

Place of Performance: Onsite/Remote (Full-time/Part-time)


We are currently looking people who they have experience working in proposal writing like Federal Deposit Insurance Company (FDIC), Environmental Protection Agency (EPA), United States Army Corps of Engineers (USACE), Department of Homeland Security (DHS), Internal Revenue Service (IRS), United States Air Force (USAF), and Federal Trade Commission (FTC) etc..

- 5-8+ years of Federal Government business development experience.

- Extensive knowledge and experience with government procurement processes.

- Experience directing BD efforts leading to prime and sub-contract wins.

- Experience acquiring business intelligence and working an actionable pipeline.

- Existing relationships with government entities (DOJ, DOC, VA, DHS, or DOD equivalent preferred).


Experience:

  • Business Development: 5-8 years (Preferred)
  • Proposal Management: 6 years (Preferred)

Required Skills

- USA Federal Government proposal management, support, and/or writing experience.

- Minimum of 5+ years conducting successful business development and leading capture teams in the USA Federal Government environment

- Demonstrated ability to drive capture and generate revenue.

- Orchestrates bid strategies, technical and management approaches, oversight of the development of the cost volume and teaming strategy, as well as capture and proposal strategy.

- Understanding of, and experience with, the Federal procurement process and regulations (e.g. FAR).

- Evidence of a successful track record of high quality, high scoring proposals.

- Demonstrated experience in proposal writing covering all typical solicitation sections (e.g., Management, Technical, Staffing, Cost).

- Fluency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and SharePoint.

- The candidate must have a reputation for being able to build and work within high performance teams in a matrix-management environment.

- Must be able to communicate well with senior and executive management within a company and with key federal customers.

- A demonstrated sustained ability and reputation of winning complex, prime integration services or systems engineering contract awards that meets and exceeds challenging goals and quotas is required.

- 5+ years of related, recent and proven business development experience.

- The successful candidate will be able to reference a portfolio of submittals and awards that include experience in all types of government contracts and full array of capture strategies (major re-competes, incumbent capture, sole source, etc.).

Role Responsibilities

- Drive opportunity from the capture decision to the contract award. Formulate, communicate and implement integrated capture strategy, pricing, teaming, competitive intelligence/analysis, client relations, and technical solutions/concept development.

- Support overall strategic planning and linking pursuits/capture activities. Responsible for specific capture activities such as win strategy, technical approach, teaming, competitive intelligence, and contributing to pricing strategy.

- Capture planning

- Brief capture status to senior management at specified milestones in the capture process.

- Identify leads and new business opportunities leveraging past relationships/accounts.

- Establish solid relationships and partnerships with key prime contractor organizations and sub-contractors on existing and new programs

- Leads capture/proposal teams

- Lead and manage the overall proposal development process from Pre-Proposal through Post Proposal Phases.

- Analyze the government solicitation, identify all requirements and criteria for evaluation, and prepare and distribute the detailed proposal schedule, outline and guidelines.

- Interpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs).

- Manage and be accountable for compliance and the timely submission of the proposal by managing and controlling all proposal activities against the proposal schedule and the RFPs requirements.

- Develop and apply proposal management artifacts including but not limited to: proposal schedule, outline, compliance matrix, kick-off, storyboards, mockups, color review in-briefs and de-briefs, and others.

- Ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents.
