 Senior Manager

Job Description

  • To oversee implementation of all aspects of Human Resource management like Performance Management, Employee Engagement activities, Exit Management, etc for employees sourced on deputation.
  • The role holder would also be responsible for ensuring that all HR policies and activities are in alignment with both the HR strategy of the Company and the guidelines of DoPT for deputationists.
Key Responsibilities
  • Collaborate with Head, Recruitment to identify appropriate lending government organizations, channels, sources and mechanisms to attract officers on deputation; Provide inputs in articulating overall recruitment strategy and deputation pertinent customization required.
  • Oversee that deputationists hired in the organization adhere to DoPT guidelines, have completed defined years of services and are clear from a vigilance angle before onboarding them.
  • Ascertain that employees are fully relieved from the borrowing organization and get an approval for the same; monitor adherence to the mandatory cooling off period for deputationists after every period of deputation.
  • Collaborate with stakeholders of lending Government departments as they are expected to strictly monitor their employees serving on deputation.
Performance Management and Compensation:
  • Identify required education/ training/ workshops for deputationists in the organization on various aspects of PMS, communicate to Head, HR operations and ensure timely implementation of the same.
  • Provide relevant inputs to Head, HR Operations wrt DoPT guidelines during the design of the compensation philosophy for deputationists.
  • Establish that all the parameters under compensation for deputationists, such as Basic Pay, Deputation Allowance, Dearness Allowance, House Rent Allowance, Medical Facilities, Provident Fund, Leave Travel concession, Performance Linked Incentive, etc are in adherence with the guidelines issued by DoPT.
  • Ascertain timely provision of relevant information and updates to the payroll team for timely processing of salaries and reimbursement processes for deputationists.
  • Provide inputs to HR Head with respect to improvements/changes in PMS system and compensation for deputationists of the organization.
Organization Development and HR Operations:
  • Monitor employee engagement levels for employees on deputation, key drivers for engagement of deputationists and work in collaboration with Head, HR Operations for enhancing engagement levels in the organization.
  • Identify key reasons for attrition of deputationists and provide inputs in the overall plan of action to curb organization level attrition rate; Design and implement OD interventions from time to time.
  • Collaborate with Head HR Operations and ensure adherence to Implementation of SOPs such as defining turnaround times, timelines for HR processes, legal and statutory requirements that are required to be followe'd by deputationists and as defined in the DoPT guidelines.
  • Provide required support to Head, HR Operations in efficient communication of all employee related policies and procedures of the Organization and establish mechanisms for effective grievance redressal for deputationists.
Strategy and Implementation:
  • Establish and drive implementation of strategy, policies and systems (standard operating procedures) for the HR function in line with the deputationists of the organization.
  • Provide inputs to Head, HR Operations to project appropriate brand image of GSTN to attract and retain deputationists.
Capability Development:
  • Develop capability for the team through performance management, training, and mentoring to drive high performance and engagement and enable achievement of current and future business needs.

    Job Specifications
    • Graduate in any discipline.
    • 15 years at Group-B level in Government.
    • Experience of working in the Personnel Department of any Government Organization/Body and be aware of all the DoPT and other laid down guidelines governing Government employees employment.
    • Experience in managing public private set ups and handling challenges faced by deputationists while working in such set ups is preferred.
    • Experience in managing day-to-day as we'll as strategic concerns of various Government officials and personnel issues pertinent to such set ups
