Job Summary:
The Tendering Engineer/Manager is responsible for preparing and managing the complete bid process for EPC (Engineering, Procurement, and Construction) projects in substations (AIS/GIS) and transmission lines (HV/EHV), across Indian and international markets. The role involves detailed technical and commercial evaluation, cost estimation, vendor coordination, and compliance with client specifications, international standards, and local regulatory requirements.
Key Responsibilities:
Tender Analysis & Strategy
- Study and interpret tender documents (NIT, RFQ, RFP, ITB) from Indian utilities (PGCIL, state DISCOMs, SEBs) and international clients (e.g., utilities in Africa, Middle East, Southeast Asia).
- Conduct gap analysis and risk identification in tender specifications.
- Participate in bid/no-bid decisions and develop a strategic plan for competitive bidding.
Technical Proposal Development
- Coordinate with engineering/design teams for substation (AIS/GIS up to 765 kV) and transmission line (HV/EHV) technical inputs.
- Prepare layouts, single-line diagrams (SLDs), system configurations, and methodology for construction, erection, and commissioning.
- Ensure compliance with IS, IEC, IEEE, and regional utility standards (e.g., DEWA, SEC, KETRACO, NEA).
Cost Estimation & BOQ Preparation
- Estimate project costs based on technical specifications, market rates, and historical data.
- Prepare cost sheets including material, manpower, logistics, site overheads, risk provisions, and contingencies.
- Coordinate with procurement and subcontractors to obtain pricing for equipment, materials, and services.
Commercial & Financial Documentation
- Work with finance and legal teams to prepare commercial proposals, payment terms, tax implications, insurance, bonds (EMD, PBG), and foreign exchange considerations for international tenders.
- Ensure alignment with Indian (GST, custom duty) and international (VAT, import/export duties) tax frameworks.
Client & Stakeholder Coordination
- Attend pre-bid meetings, site visits, and client clarifications (in-person or virtual).
- Maintain communication with OEMs, suppliers, logistics partners, and civil contractors to validate costing and delivery schedules.
- Support the negotiation team during post-tender discussions.
Post-Tender Activities
- Prepare technical presentations and support tender clarifications.
- Record and document lessons learned, maintain cost database, and support continuous improvement.
Education
- B.E./B.Tech in Electrical / Power / Civil Engineering (relevant to T&D scope)
Experience
- 4 - 10 years of experience in tendering/estimation.
- Exposure to both Indian and international tendering.
- IF do not have international/overseas then willing to do.
Soft Skills
- Strong analytical and negotiation skills
- Excellent communication and presentation abilities
- Willingness to travel internationally for short durations.
