Job Title: Procurement Lead - Shared Services
Location: Mohali, Chandigarh, India

We have implemented a Shared Services Center in Mohali, India to support Global Operations in areas of Finance & Accounting, Trade Operations, Treasury and IT Support and other back office support Services.
Scope of this position: Lead Procurement management office to improvements and best practices implementation, supporting procurement governance reviews, control and report Budget and KPIs, assure savings transparency based on the total cost of ownership, support market analysis, define policy and procedures aligned with Global procurement definitions and local requirements.
Organizational Structure: - Reports directly to the Global Procurement Excellence head
- Direct reports include Analysts and SAP /SRM support team (2 to 4 FTEs)
KPIs: - Prepare Regional Budget Plan (Costs and Savings) and monitor results: 15% of time
- Procurement Governance and relationship management (PLT, Segment/Functional Leads, SteerCo and CFOs, F&A, ARROP, Global IT, GCP): 30% of time
- Project management and tracking: 10% of time
- Promote Procurement Best Practices and Continuous Improvement: 10% of time
- Supports talent development for Procurement in cooperation with stakeholders within global procurement organization: 10% of time
- Control Global Reports, Score Card Tool and Spend analytics: 20% of time
- Participate Policies and Procedures, best practices and improvements: 5% of time
Task Description: - Prepare Regional Budget Plan (Costs and Savings) and monitor results
- Lead annual Sourcing plan, Savings forecast and cost estimates
- Control Addressable and Influenced spend
- Monthly report results versus plan assuring the correct use of Procurement methodology and accurate accounting numbers
- Align and control cost numbers with local country finance and HR teams
- Manage stakeholder's relation improving savings understanding and transparency
- Procurement Governance and relationship management (PLT, Segment/Functional Leads, SteerCo and CFOs, F&A, ARROP, Global IT, GCP). Manage report development for all the following stakeholders:
- Audience: Regional CFOs / ExCo - Strategic Metrics Reports: Drive report development of key procurement strategic metrics (Influenced spend, Savings, ROI, FTE's etc.). Maintain ROI model to track quarterly performance on influenced spend, savings and ROI across regions and on a global basis
- Audience: Segment Leads - Drive report development of key procurement strategic metrics (Influenced spend, Savings, ROI, FTE's etc.) applicable to the segment.
- Audience: PLT - Drive report development of Procurement's official monthly, quarterly and annual reports with procurement sourcing performance and transformation achievements both actual and planned.
- Audience: FP&A - Ensure monthly update of benefits report as per FP&A definition.
- Audience ARROP & IT - Strategic Metrics be maintained ad hoc.
- Audience GCP: Deliver File that details all savings Procurement was engaged for IT & Business Admin
- Project management and tracking
- Tracking procurement projects / initiatives
- Participate in project governance and reporting
- Promote Procurement Best Practices and Continuous Improvement
- Coordinate multifunctional teams to implement Best Practices
- Assure alignment with Global Procurement projects
- Work with Finance, IT and other areas to configure Procurement Technologies
- Actively drives harmonization of Procurement Best practices across the region
- Streamline e-processes with right tool, training, alignment and improvement
- Develop Key-user network
- Supports talent development for Procurement in cooperation with stakeholders within global procurement organization
- Organizes trainings for the region
- Support Talent team development revising and preparing training materials
- Controlling the training budget
- Control Global Reports, Score Card Tool and Spend analytics
- Actively work to identify any enhancement requirements to drive further improvement in the Score Card and Spend tools. Define specifications, manage development and testing, develop and conduct training (on-going)
- Manage monthly spend analytics refreshes and Quarterly maintenance cycles for the Spend Analytics Solution (Tableau, Zycus)
- Extensively work with functional finance/procurement and technical teams to cleanse, normalize and enrich data to get in a ready state to be sent to the external vendor solution on a monthly basis.
- Support the regions on any issue detected in the tools. Actively work with technical team to provide resolution without affecting the reporting process.
- Participate Policies and Procedures, best practices and improvements
- Adapt Global Policies and Procedures for the region, assuring compliance and standardizations process cross the region
- Communicate with Procurement teams (local and global) and internal stakeholders
- Liaison with Finance and Internal audit to establish process checks
- Key point of contact related to SOX and Audit investigation
Required Candidate profile
Key Competency Requirements: - Strong analytical thinking (understand complex subjects, decompose into comparable components, structured evaluation and documentation)
- Mastery of Procurement Processes & Strategic Sourcing Methodology, clear vision about the P2P process also including supplier identification, tendering, evaluating and selection expertise, usage of electronic sourcing tools and strategic sourcing methodology
- Finance Background (including accounting and tax)
- Strong project management skill, including leading virtual teams
- Talent and people development management adapts coaching/mentoring approach and style to fit situation. Energizes people by instilling a clear sense of purpose and confidence that they can succeed.
- Relationship Management: Develops meaningful relationships that can be leveraged to produce benefits. Resolves conflicts effectively. Builds effective teams and networks

Experience Required: - Academic background: University/Bachelor degree (MBA a plus), preferably in engineering and/or business administration, Finance or other relevant discipline; or a relevant combination of formal qualifications and additional specialized study
- A recognized qualification in procurement would be considered an asset
- Experience: In depth knowledge of the spend area in scope is preferred, with substantial professional experience (3-5 years) in the same functional domain or other related positions, preferably working in an international environment.
- Ability to interface and influence in all levels of the organizations to solve compliance problems and ensure transparence in all procurement activities
